Overview

PURPOSE OF JOB To provide an efficient and effective engineering design (on the theme of Electrical and Mechanical), contract administration and maintenance service. Managing projects relating to building compliance and remediation of breaches, ensuring contractual work is completed to an excellent standard. To contribute to the successful development and implementation of the Council’s asset management and maintenance programmes and implementation, and other Council projects. 2. PRINCIPAL ACCOUNTABILITIES Service Delivery 1. To direct and manage works from inception to completion, ensuring the Client’s objectives are fully understood and effectively achieved within the required timescale, budget and to the satisfaction of the client and end user, taking into account energy efficiency, future maintenance, environmental and access issues. 2. Issue orders for engineering maintenance works. Direct, monitor and approve the work of contractors. Administer ongoing routine maintenance contracts, analysing and approving the works undertaken, controlling budgets and ensuring good communications with other parties. 3. To administer building, engineering and maintenance contracts using various standard forms of contract. 4. To provide estimates, valuations and final accounts for engineering works. To control costs of engineering works to keep within available budgets. 5. If required, provide conceptual and detailed design and specification services as part of a project team, or on small projects individually, ensuring good communication between team members. 6. To inspect and assess the condition of premises (including void properties) identifying defects, hazardous materials, physical health and safety hazards and other deficiencies and the production of clear and costed reports, leading to prioritised programmes of work. 7. Carry out periodic structured visits, meet with the client / user, prepare and distribute reports and feed into the asset management process. 8. To provide professional advice on Schedules of Condition and Dilapidations negotiations, and monitor agreed tenants’ works, ensuring the best interests of the Council are achieved. 9. To contribute to feasibility studies, including cost and risk management information. 10. To provide as-built information at the completion of every project. 11. To maintain the Council’s building management systems, monitoring, implementing, and setting as required. 12. Assist in the development of the skills and experience of other team members by giving professional guidance and advice. 13. To ensure compliance with all health and safety requirements. Ensure compliance with the Construction (Design and Management) Regulations, including providing the duties of Client and on occasion Principal Designer. 14. To ensure compliance by the Council with the statutory requirements in respect of Listed Buildings and Scheduled Ancient Monuments managing the undertaking of conservation works in accordance with all conservation area planning and building regulations and all legislation and regulations relating to construction. 15. To work in accordance with the Council’s Climate and Nature commitment on sustainability and zero carbon by 2030. To provide advice and information to assist colleagues’ understanding of sustainability and carbon reduction.
